Lol, I tried to do that when I was in Tokyo in 2006. But the Tokyo residents don't seem to be as interested in accepting umbrellas from a foreigner.

I had 3 I managed to give away 1, but that was to a little girl and her mother who were running past me in pouring rain.

I dunno if I would go as far to call them racist. There is a cultural dimension to this. In Japanese culture, you are supposed to refuse gifts before finally accepting it. So really, we might not have been persistent enough. Also, Rahman accidentally called that one guy slimy. I know I'd be a little angry if some guy just came up to me and was like, "Man, you are slimy! Want an umbrella?"
