You can but you need to edit the launch commands otherwise the game restricts the maximum settings. The launch cmd's I used are in the video description

yes but probably not very well, gta 4 is a bad conversion and they didnt optimise it for dual core cpu's (cos the consoles have at least 3 cpus cores now and they got lazy for the pc version)

yeah, any recorder will halven framerates. without this he'd be getting a consistent 30+ frames. and thats maxed, tone it down to 3/4 max and he'd have 45+

yeh it was rec with fraps on max fps 20 (while recording) as it would stay constant on 20. Tried a few other vid's with recording fps 30 but it would drop quite a bit at times and when u replayed the vid it looked quite bad

the card was water cooled with a EK 4850 rev. 1 block.

Excessive i know but i just recently killed the card using the stock air cooler. Dam thing was crashing all the time on air anyway so when the rma comes in, back to water ;)

@haz939 AMD 9950 is 2.8 ghz so it wouldnt melt if you overclock it 0.4 ghz more(3,2 ghz)

The Intel Q6600 comes at a stock speed of 2.4ghz and the AMD 9950BE is 2.6ghz. The AMD has 4 HT pipelines and the Intel only has 2. This means that on the AMD, each core can access RAM and other device like video cards indipendantly without having to share pipelines. This is why the 9950BE matches the i7s when using games or programs that are designed to use 4 cores like profesional audio and video software.

the cores run at a clock rate wich is determined by the dye clock the cores folow that clock rate (all of them) there for if you overclock (your dye) your overclocking 1 2 3 or 4 core and they all dont run even they allternate

That is not true. On the AMD 9950BE you can clock each core independantly in fact you can set it so that they clock independantly automatically if and when the software u are using needs more. This is good cos if u are using old software that is only able to recognise 1 or 2 cores then there is no need to waste power on the other cores. On a side note, I've got my 9950 running stable with 3.5ghz across all cores :)

I've now got it running stable at 3.65ghz. Mulitplier = 17.5 CPU VID = 1.45 NB VID = 1.3750 Mem VDDQ = 2.200 Mem VTT 1.500 CPU VDDC 1.356 NB Core and PCIe at 1.319 CPU HT = 1.248. HTT 200 and multiplyer X 17, cant remeber the exact voltage but it was around the 1.5v (only used the cpu for 2 months and sold it, got a P2 940 atm)

-nomemrestrict removes the graphics memory cap in video settings

-novblank basically disables Vsync, this is a gd idea for powerful graphics cards as Vsync will just bottleneck them but it acts in the opposite for not lesser graphics cards, if the gfx card cant handle it it will make the games performance worse for you

I have an e6750 @ 3,52, 2gb ram and a 8800GTS 512mb Top edition and I am running the game on the max I can set it to on 1600x1200 with good playeble Frame rate.

i have a amd 6000 running atm @3.405ghz on a dfi 790fxb mobo and its unplayable on max settings. I think it would work fine on low settings but the low settings really looks terrible in this game

the avg fps when i recorded this scene with fraps was 19, without recording i benched this at 26 using fraps. sounds low i know but its kind of like cyrsis, its completely playable and I tried to show one of the most gpu intensive areas of the map. in buildings 60-70, normal in game is either side of 30 fps.
