That Roullete/Blizzard effect was the biggest pisstake of my childhood, I'd always aim for the forcefield and get the "!?". I usually just turn it off because it was so annoying.

I never understood what the !? powerup actually did. Whenever I selected it, it took away all my weapons and options.

it's kind of a trade. you lose all of your powerups, but the difficulty decreases for a while. it's only useful on high difficulty levels and/or loops to prevent certain enemies and bosses from emiting suicide bullets.
