Watching an STV Demo, you can toggle sv_cheats 1 then change the variables of sv_specspeed and sv_specaccelerate Then you also use the swim up and swim down keys to control your vertical height.

Spies are rare in comp matches, they are extremely situational and you loose a class on the line or flanks.
