They could of done an Artosis pylon themed one but it should of been something like having no pylon overlap and needing to build at least 5 buildings on one pylon's power before selecting another pylon to build more buildings on.

The point was exactly this: No pylon's power can overlap. The biggest reason for it to be difficult was the whole running out of space issue.

It is actually not much of a disadvantage at all to only have one pylon at most powering each building. That constraint wouldn't prevent you from spreading out your buildings so that there are at most two per pylon so nothing is really vulnerable and then putting a bunch of pylons in some corner somewhere smashed together.

As many have already pointed out, Mr Black failed the challenge as he had two Pylons next to each other at his expansion.

Even if you ignore that, though, this was unfortunately the first NovaWar says that was really not in the spirit of the series. The condition wasn't very interesting (and was ultimately not adhered to anyway), and it just lead to a 'normal-ass normal game' where Mr Black unsurprisingly won without a challenge or any excitement at all.
