First part on activation sounds like: "Here's something for you"

Neck Snap- "Easy"

Last part- she said Saigo meaning "last" or "the end" in that sense.

English V.A Cammy

Activation: I can't discern it but I heard: "Here is second for you"

Neck Snap: "Easy"

Last Part: "Too Late"

Akuma's Ultra, Claw's Ultra are perfect examples. Chun & Boxer Ultra can be used as a counter too (not only that way, but still, its quite an advantage)
