That is at the Trophy Garden. Certain rare pokemon appear there daily - things like Porygons and the like may appear depending on what the guy inside the mansion claims to see.

actualy, i believe hes using the poketore, and false swipe. False swipe is a move that cannot faint an opponent no matter what. it will always have 1 hp left. good move when searching for shinys, or catching legendaries.
