Russia has had such weapons systems since the mid 1980's. They can be dropped from ground attack aircraft, launched by MLRS vehicles or cruise missiles. Both the US and Russian Federation have them, they are both of aware of them and they both have counter-measures.

Those actually are cluster bombs, they just have guiding systems in them, and are actually very easily countered. Im pretty sure it was cancelled though along with the Batch of new F-22s for the USAF. Russia has the equipment and the technology but didnt make the weapon yet, they dont need it.
