It does make sense. Two biggest countries in the world, in Hetalia's case it's tallest and shortest countries. They are always together in every argue, they always stay by each other's side (China does have some kind of suspicion towards him though.) They even built communism together, so... These two make sense most of all! (I like Russia x America too though, but China x Russia is my fav.)
