That is the "Mr. Vercetti" suit. You unlock it by buying the Pole Position Club.

The suit actually spawns a short distance away from the club. If I remember correctly the location is about one block north of the club entrance, along the street. You have to buy the club first though.

Man, this mission is hard if you are trying to complete the game without cheats like me.

An easier way to complete this mission is use the tank.

use the tank cheat, keep driving around in the tank, shooting.

I don't think that you can walk, only run at normal or fast speed.

I have completed the game up till' here too. This is one of the two missions I find hard.

I find shooting at the police helicopter (but not destroying it) with some weapon like a submachine gun or assault rifle is a very good way to gain Chaos quickly.

This mission is tough. I used a body armour and a SPAS 12 shotgun, started it with 2 wanted stars... I standed up on a rooftop blasting everything.

I hate this mission so much, it took me ages. The only mission on the game I find really tough.

Completing enough Pizza boy levels will increase your health by 50. Completing enough Vigilante levels will increase your armor by 50. Completing the game 100% will add another 50 to both your health and your armor, giving you a total of 200 health and 200 armor.

My first objective in this video was to quickly get the motorbike in front of the Pay 'n' Spray so that I could easily lose the heat after the mission. As you can see from the video, there was no problem getting the Chaos meter full (I had 22 seconds left when done). Sure I'd get some more Chaos if I blew up the cars along the way to the Spray, but I simply shot at them until I got the first Chaos bump since I wanted to make it to the spot early.

The way I've been trying to do it is by getting about 4 stars before the mission so you've already got cops to kill, start the mission, run up the stairs to the right of the biker place and do everything from there...

I just keep running out of time lol, but I'll try this method. What gun were you using when you were blowing up the cars?

I used the MP5 in this video. It's a great weapon, especially when driving a vehicle, since it does a whole lot of damage fast. You can't run while shooting it though.

There are two things that I think can help in this mission: 1) Get to the Pay 'n' Spray so that you can lose the wanted levels right after you finish the mission, and 2) To shoot at the helicopter (but not destroy it) - this increases the Chaos meter a lot without bringing on any more cops. The helicopter will usually appear once you get 3 wanted stars, but by that time the cops get more aggressive and dangerous, so you don't really want to kill them as this only makes matters worse.
