@Nick0538 You can use Change to Color if you want to change eye color in a clip or Color Key for masking. I had Elements for a while but dumped it when I got PP 2.0, so I can't really remember what effects it's got and what not.
@johnny852002 The back ground of your clip might have the same hues of colors that you're trying to keep. It works best if it's used on a controlled clip.
You can key out the color you want to be in color with a colorkey. Make the keyed clip black and white and put a copy of the unkeyed clip in colors below it on the timeline.

Then you will be have to use masks in after effects. You can probably also use the garbage matte in premiere pro but I recommend using masks in after effects.

I don't use a color key for this effects but i know you can do it that way.
You can try the one that is called "color key" but I'm not it's included in premiere elements.
You should also try to look for the leave color effect 'cause I think that it's included.

You should probably get after effects or a newer version of premiere pro.
