Maybe it's just because I stopped liking the Dragon Ball franchise a long time ago but doesn't the number one villain look kind of pathetic? I understand he's powerful but come on, you'd think with all his power he'd be able to make himself look the part.

in DBZ every battle is 40 minutes of them just staring at each other,then another 25 minutes of them glowing while they build up their energy or whatever and eventually you have 2 minutes of action.

Evil is defined as doing something that is wrong and is not viewed as good to the public. Kid Buu killed off more planets and characters than any other fictional villian, and it did it out of fun.

Sadly it's true that Kid Buu is the most dangerous villian in the fictional realm. He alone destroyed planet after planet in a few seconds while looking for Goku and Vegeta, totaling in trillions of lives lost throughout the solar system, which he could've destroyed in a couple of hours if he wasn't so intent on looking for those two saiyans alone....

They are more evil, true. I said by the criteria on that list. My memory is far from perfect, but I remember two of his criteria being "coolness" of powers and the quality of the character. Your point is very true, to me he's always been more of an antihero than a villain. He has several of his own story lines and is one of the more interesting characters in Marvel.

I don't know why Emperor Palpatine is not #1 in any of these lists. I remember reading that he was listed as the #1 most evil villian ever portrayed on the silver screen or TV. No, the planet was going to screw itself. Cloud and Arith were the ones to beat Jen. Heres how: Aerith summoned Holy, then Cloud wiped the floor with Seph and got his interferance obliterated. Note how Jen was another disapointingly easy battle. And what of Buu? He was also a crappy choice. Not much planning, or doing really. Why did buu make it number 1 let me enlgihten you so you can understand.
1. Power. The obvious reason is the raw power of buu who not only destoryed the earth, not conquered, but threatened to destryed the entire universe.
2. Character. Buu is the manfisestation of evil without restrained. Think the only reason why villians are good in some sort is because they have reason. Buu has no reason therefore that makes him a true pure evil being.

I'd have to question Jenova's placement on the list at all, seeing as how she was used mainly as a tool for the evil plans of other villains, and didn't seem to actively make too many of those decisions on her own.
I also would question Majin Buu, simply because most of the villains on Dragon Ball Z are practically immortal for a period of time (usually several episodes) until the writers want to move on with the series and then they give the good guy an easy boss kill in the next episode.

Definately, and originally, DBZ was supposed to end after Frieza was beaten on Namek, but the ratings were so good, they kept going, until characters like Buu (which I personally hated) were getting stronger and stronger. Its also why Super Saijan (spelling?) was a form so legendary and revered in the beggining and everyone flipped out when Goku reached it, but then there was level 2,3,4... and almost everyoen reached them. It was supposed to end with Frieza as the final villain.

An Arch-Villian isnt just about power, its about character. its about how crazy/evil that person is. Yes, power plays a role, but someone who is able to cause a whole lot of trouble with very little is more arch-villianous than someone stupid with a whole lot of power. I think Joker should be considered on this list. I am not saying that you have a bad list but the new joker from the dark knight could be thought of as an over arching villain. Batman sure had a tough time with him in the movie and in a weird way at the end of the movie he won because he created so much chaos. Think about it, he killed simply to kill, enjoyed every ounce and bit of it. And though he had glimpses of fear, to be honest i don't think there was a true moment short of dying that he really was afraid to die. He was just insane. Voldemort and Palpatine constantly display fear for their lives. They may be geniuses, but allow majin buu to absorb some brilliant players, and he's a smart fucker too.

Sauron needed everyone, he was not able to do things himself. He had his loyal followers in Mordor to build his army, and he had Saruman at Isengard to build up an army of Orks/Uruk Hai.
Saruman could've refused help, therefore not having his army as a distraction, then Sauron wouldn't have had time to build up a big enough army so he'd have lost quicker.

I don't know why Emperor Palpatine is not #1 in any of these lists. I remember reading that he was listed as the #1 most evil villian ever portrayed on the silver screen or TV. He's a biblical character known as "The Beast" who will be directly possessed by satan himself and kill billions of humans. Besides using the militairy technology from both sides for its future army. By just using the fear, weakness and corruptability of others even from the jedi themselves. A brilliant speaker too. No, the planet was going to screw itself. Cloud and Arith were the ones to beat Jen. Heres how: Aerith summoned Holy, then Cloud wiped the floor with Seph and got his interferance obliterated. Note how Jen was another disapointingly easy battle. And what of Buu? He was also a crappy choice. Not much planning, or doing really. Why did buu make it number 1 let me enlgihten you so you can understand.
1. Power. The obvious reason is the raw power of buu who not only destoryed the earth, not conquered, but threatened to destryed the entire universe.
2. Character. Buu is the manfisestation of evil without restrained. Think the only reason why villians are good in some sort is because they have reason. Buu has no reason therefore that makes him a true pure evil being.

I'd have to question Jenova's placement on the list at all, seeing as how she was used mainly as a tool for the evil plans of other villains, and didn't seem to actively make too many of those decisions on her own.
I also would question Majin Buu, simply because most of the villains on Dragon Ball Z are practically immortal for a period of time (usually several episodes) until the writers want to move on with the series and then they give the good guy an easy boss kill in the next episode.

Definately, and originally, DBZ was supposed to end after Frieza was beaten on Namek, but the ratings were so good, they kept going, until characters like Buu (which I personally hated) were getting stronger and stronger. Its also why Super Saijan (spelling?) was a form so legendary and revered in the beggining and everyone flipped out when Goku reached it, but then there was level 2,3,4... and almost everyoen reached them. It was supposed to end with Frieza as the final villain.

I could see where Buu could beat the Galactic Emperor. Think about it -- Buu's more than strong enough alone to destroy entire worlds with little effort and has little stopping him from doing so. That's considerably stronger and more despicable than the Emperor from one point of view.

An Arch-Villian isnt just about power, its about character. its about how crazy/evil that person is. Yes, power plays a role, but someone who is able to cause a whole lot of trouble with very little is more arch-villianous than someone stupid with a whole lot of power. I think Joker should be considered on this list. I am not saying that you have a bad list but the new joker from the dark knight could be thought of as an over arching villain. Batman sure had a tough time with him in the movie and in a weird way at the end of the movie he won because he created so much chaos. I'm not trying to say that he should be number 1 on every list but it is considerable. But you had a very good list of very good villains.

Think about it, he killed simply to kill, enjoyed every ounce and bit of it. And though he had glimpses of fear, to be honest i don't think there was a true moment short of dying that he really was afraid to die. He was just insane. Voldemort and Palpatine constantly display fear for their lives. They may be geniuses, but allow majin buu to absorb some brilliant players, and he's a smart fucker too.
Plus anyone and anything can be turned to candy.

The same way Vader is the true villain in Star Wars, not the Emperor. Vader killed the Jedi, Vader commanded the Fleet and committed the atrocities.
Sauron is a better character, but he has limited power, if it were not for Saruman he would be pretty helpless. If Sauron had been armoured up more and not just an Eye then I might say differently
But I do agree the Nazgul are better villains, just a shame the Witch King's death in ROTK sucked so much

Sauron did not need Saruman...Saruman wanted the One Ring for himself, and Sauron's army was wayyy more bigger than that of Saruman's army...
Sauron is the centre villain of LOTR, and if you want to think who else is the true villain, its got to be a servant or ally of Sauron, Saruman is neither a servant nor an ally of Sauron, so the Nazgul may be the proper villains since they are servants of Sauron!!!

Sauron needed everyone, he was not able to do things himself. He had his loyal followers in Mordor to build his army, and he had Saruman at Isengard to build up an army of Orks/Uruk Hai.
Saruman could've refused help, therefore not having his army as a distraction, then Sauron wouldn't have had time to build up a big enough army so he'd have lost quicker.
