Yes, since you have the option of mods (search for "super spawner" for GTA IV, it's a fun one) and if your PC is good enough, even better graphics. Just make sure you have a PC that's up to it though, as it is demanding. You don't need a quad core to get good FPS like some say, but you should have 2GB or more RAM, a decent dual core processor (3GHz), and a 512MB or higher graphics card.

that GTA never insisted on killer system requirements. On windows live there was a leak for recommended conf and it was like dual procesor (mid specs), I think 512MB GPU, 2GB of ram and 18GB free disk space also either windows xp or Vista. And have in mind that was recommended.

Needless to say, I can run GTA4 on PC. You can't, which is why you think the PC version looks like the console version. Shh.
