I believe it might have been to cut down the cost of the truck. Not quite sure to be honest with you. I personally think it sounds like a sick cow. lol. If i find out I'll let you know.
Check out the YouTube video "Marion Responding to a Structure Fire." The first rig that passes is just like your tank truck but with a single rear axle. It's the same size International chassis. And although the video is, to me, "ruined" by their use of both the electronic siren on wail and the Q screaming, it shows that that size truck should be able to handle a Q quite well. Check it out.
The International is Minots Brand new Fire Truck. While a lot of us arent excited about the electric q at least it has a q of some kind. I agree with seagrave that it is a great comparison of electric and the real deal.
I realize you probably had nothing to do with it, but why would your company get an electronic Q on a truck knowing that the truck should easily be able to handle a real Q? Just curious.

Seagrave take a look again, there is a Q on the two axle tanker, it's in the middle of the bumper area look again.
