Hell, this guy get's a lot of character development over the course of the Zordon Era.

He starts off as this disgraceful nerd, lowest of the command. He stays through the transferring of 4 of his team mates, as well as a change in leadership, all through this developing his martial art skill and confidence, ends up as a second in command who (ok, even though Tommy was the leader at face value) Billy was practically running the show with navigation and plans. He even led them in MMAR.
