Amazing... This is the place where I grew up. You're actually walking by the house where I lived and where my parents live now. The nine-story, white brick one... with the over-the-ground pipes behind it. The irrigation pipes were always laid over the ground, even in the Soviet times. They didn't care about money then, so it was just the way it was done. Noone even thought of it as inconvenient because no one new any different.
Not sure for those particular pipes, but some of the pipes are clearly for irrigation, like in parks. I know this because they have sprinklers on them. Also, some pipes have insulation on them. The entire city is centrally heated. Every apartment has hot water heating, and in about mid-Oct the city turns on the heat. So it is easy to spot those pipes because of the insulation. Most, if not all, kitchens are equipped with gas burners, so some of the pipes must be natural gas too.
