No, it's not to make the game more like Melee. It's to make the game fit for competition as the standard game has some imbalances that makes it too hard to use certain charecters (like Captain Falcon) for competitive use. It's not a Melee 2.0 or anything like that, it actually has things that are beyond Melees similarity such as modifed hit boxes and physics tweaks.
that's partly true, but i do believe the makers stated that they tried to keep it as melee as possible, correct me if i'm wrong, but imo Brawl+ is just melee without the work.
