Every opportunity is given municipalities to get their house in order - reduce spending, make cuts, etc....but if you still can't do it and are going to come hat in hand to the state to keep you running, then you give up autonomy. End of story. The people that are against this are those government workers who are going to lose their cushy union salaries and benefits because the first thing that happens is those get put into line with the private sector with a 20% mandatory contribution.
The emergency management law allows for EXACTLY what happens when an individual or a corporation declares bankruptcy. Do you get to choose what to pay or not pay once you have submitted to bankruptcy? No. The Trustee does that. One person. You can't pay your debts and are facing insolvency and must go to the taxpayer - then you will have to submit to a bankruptcy proceeding - and that is EXACTLY what the emergency management law is. Nothing more and nothing less.

To now turn around and say, "Hey fella, why so impoverished?" is the kind of oblivious perspective that leads to this kind of BS legislation & the callous justifications for it. Honestly, take a step back from the financial crisis and see that the poorest cities in the poorest state are having to pay the price for casino capitalism's "bad luck" with they're very democracy. That is unconscionable. Period!
