A cheap socket A cooler will do just fine and they are compatible with socket 5/7 and 370. Some times you might have to bend or cut the clip to compensate but for socket 370 coppermine core p3/celeron it won;t be needed. For this build I wouldn't use thermal adhesives for mounting the cooler.
Are you going to be putting out a dump/iso of the contents of the drive that comes with these kits?
IHS will NOT improve thermals. It is less efficient than direct contact. The inner surface still has to exchange with the IHS with less efficient thermal compound. It makes installation idiot-proof and prevents damage to the core, but enthusiasts actually take them off to improve thermals. The PIII M is likely cooler due to being a mobile Tualatin core but probably won't work in the same board.
