They should change it to a 20 mph speed limit so no one gets hurt. (But keep the same amount of laps, those would be some long races lol.)

It depends In Formula 1 once the driver gets out of the car its considered a retirement.
Once the race has started the driver can only get out of the car during a redflag condition, i.e. the race is suspended for safety issues.
But you can cross the finish line with a totally totalled car and still get points.
Im not sure if NASCAR has different rules about that.
