That is bowser,and don't know,guess we're sposed to think that cannon blast gave him amnesia and the backstory to that is that while we are on hoohoo mountain popple finds him and gives him that blue mask which makes him look wierd,i havent played this game in awhile but atleast that's what i remember what happened,i think.
