I think if men would accept that, in general, a young girl (in their teens but also even in their 20s) probably doesn't want your attention or sexual thoughts no matter how she is dressed (especially if you are 20+ years older and aren't either rich or a George Clooney look alike..), so learn not to stare please! Eewww! And girls need to get a bit smarter about what they wear too because if they are going to dress like prostitutes, they might just be treated like one, so wake up!
I also feel that in the west, some young women who have been influenced by the media, go too far even for our culture - for example a girl at university dressed in denim shorts that show the bottom of her butt cheeks. I feel that a girl who does this is somehow not educated about how she comes across to the average man in our culture. Men will glare at a girl dressed like that. Sometimes the girls don't realise that this type of attention is..hmm.. not always useful, shall I say.
'The hijab is worn to protect from stranger's glances'. As a western woman, I must admit there are times when I am sickened by the glances of certain men in our society - it's most often the ones who have a lower education (try walking past a building site for example) but educated, sophisticated men tend to be more controlled or 'civilized' about how they relate to women. A true gentleman is subtle about these things.
