they explained this in resident evil 2 the movie(apocalypse) basically nemises was once human but one of the lickers cantaminated him and warped his blood. he was infected but he was given the right amount along with his blood type to become the nemisis with help from umbrella and they rewired his brain so that they could control him.

Ever wondered if theres a different type of horror than things walking around sayings "Urrgggh" with holes in them? Gando's were scary because of their intelligence, and if you had of played on, you maybe would have experienced Mendez, Salazar, U-3 or one of the iron maidens.
