This is a combination of rain-water from the roof-leader and the toilets. The effect of sloshing is due to the fast moving water inside the roof drain pipe from that tall building. The hole where this spout is coming from is called a side-sewer vent. It's main purpose is emergency release-- when the sewer on the street gets clogged, your toilet flushing comes out of here instead of other lower plumbing inside the building.

I think there are great forces at play here,. It's amusing cuz' it's not often seen, unlike rehearsed moments like "entertainment", this is almost spontaneous,. And "free" :)

However, I imagine that underneath the sidewalk is a massive stream of rainwater, and what you see ^here is just a simple byproduct created by the surface of the underwater stream hitting obstacles (like a drain) and directing a small stream upwards thus enabling THIS video (thumbs up) (:
