I agree that Demand Response/Energy Efficiency is very important in managing electric load grow, however I am not convinced that it will replace the need for base load power plants. What is the total cost of statewide DR/EnergyEfficiency programs versus the cost of a baseload power plant with peak shaving capabilities.
