He placed his hope in that Tien would change for the better and that he had made his point. Honestly dude, all that aside Roshi could have probably beaten Tien with the move he defeated Goku with in a previous tournament had he really wanted to win. That move or the Bulked up Kamehameha he used to blow up the moon.
