Tarp had only $256b in unpaid liabilities while Fannie and Freddie accounted for (at current) approx. $180b in bad paper. i couldn't say where the other $2.9 trillion went. I doubt many on the "Hill" will know either.

Well now we know that he was right that the TARP bailout was only going to be 2% of all the bailouts and programs. Last I checked, CNN reported the total bailout to be $11 trillion while Washington Post says $3.3 trillion went to foreign banks.
