Vinnie Veritas is the name of the animator. If I'm not mistaken, he does his work all freehand with a mouse, CCC Corp is a running bit in a webcomic that he has that, I wish I could read his language for, as it's artistically beautiful.
You can type the words into google translator, its not perfect, some slang words dont translate, but it works for the most of the comic. I'm also taking some spanish classes so... they help also.

It's on Flashportal, the guy is really good with his hand-animated flashes.
