We do that only when we know for sure that the target is an armed terrorist, and that others will not be harmed (though accidents do happen every now and then). Many times an attack has been aborted due to civilians present near by.
I don't know if the US or Britain are acting the same, and I cannot speak on their behalf.

Can you blame the west for the casualties? Sure, but the other side is in no way innocent here.
