That might be true, but this game is like the remake of a Japan-only beat 'em up also by WestOne tited "Riot City", which was released sometime in 1991. Fatal Fury 1 was first released in Japan on November 25, 1991. Riot City either came before or after Fatal Fury 1.
Final Fight's the one that started these kind of beat 'em ups. Riot Zone is a recycled version of a Japan-only beat 'em up, Riot City, also developed by WestOne. Compare the graphics of Riot City and Riot Zone. WestOne also took Sega's Wonder Boy and created a game starting Takahashi Meijin called "Adventure Island". Riot City and Wonder Boy were published by Sega, while Riot Zone and Adventure Island were published by Hudson Soft.
I got this one on the Wii Virtual Console. I beat it right away with no continues (easy game). Interestingly this game was developed by Westone, the same company who made WONDERBOY and ADVENTURE ISLAND! Wish I had the actual RIOT ZONE disc as my TG-16/CD still works to this day!
Hawk looks like a gayer brother of Axel from Streets of Rage. Game doesn't look too bad though.

the one that started this, was an old technos japan game called "nekketsu kouha kunio kun" in the 80's.
