The gta series is pretty unique but it like many other fps games I don't believe will ever be as good as duke nukem 3d, it's setting, humour, music, gameplay, difficulty, and visuals are all amazing, it's a game that spoofs the genre just a little bit, poking at titles like doom (you see the marine from doom's mangled corpse "that's one 'doomed' space marine") and quake, but it's awesome enough to kick their asses at the same time
