this is the most horrible disgusting idea that i have come across, the best way to stop new invention is to have a peer review bottle neck. current industries will use peer to peer patent review to stop disruptive technology, this idea sounds nice but in action will bring about nothing but mob rule in innovation. This is completely the wrong direction any nation should not go, Just hire good patent examiners !!!!
