Fredo betrayed Michael by secretly working with these bigshots Hyman Roth and Johnny Ola who wanted to kill his brother. They eventually tricked Fredo to come work with them and Fredo had no knowledge that their plan was to eliminate Michael, they promised him something else. Michael was almost killed. Later, Michael finds out that Fredo had betrayed him and in this sequence he gives him the ''kiss of death'' which means Fredo's fate is sealed.

Fredo was the weakest link, the dumbest and the most vulnerable. He almost got Michael and Kay killed.

Michael was a jerk. Yes Fredo made a dumb mistake. He made a side deal behind michaels back but he didnt mean to be a pawn in a plan to assassinate michael. Fredo was just too stupid and talks too much. That was why he wasnt allowed to become the Don before the younger Michael. He was too stupid. Michael didnt have to kill him. Take away all of his power as Underboss, keep an eye on him and banish him from having any more connection to the family business. Thats all he had to do.
