While that part adds up, the rest of the song doesn't make sense, so it must be drugs.

The guy who has taken it never loved the drug, but he is addicted to "her" and "she" always finds him again.

"I got a little gun, here comes oblivion" is a heroin reference. The guy taking the drugs has complicity to the delivery man's death because he is taking them too.
