The USSR and China always pull things like this during US election transition/lame duck times. Notice the date; they have been doing this since 1996 at least.

So, let me get this straight, The Russians can come into the backyard of the USA to deliver humanitarian aid, however, the USA CAN'T go into the "backyard" of Russia to deliver humanitarian aid. Sounds "logical" to me.
