  • Summary II:

May sound democratic, but it really means that a minority of 33+1% runs things--they can block all change.

Can we change that? He is proposing a ballot initiative for 2010: "All legislative actions on revenue and budget must be determined by majority vote."

We should focus our energy there, because that is the root cause of this situation.

  • Summary: Lakoff starts with a discussion of Prop 13 in 1978, how, although intended to protect old folks on fixed incomes from huge tax increases during the real estate boom, it also included corporations, who tend to hang on to their real estate forever. If only corporations were taxed according to the assessed value of their property, California would have $5 bio. more tax revenue per year.

Why can't that be changed? Prop 13 also said you need a "supermajority" to make tax changes. (cont'd)
