Think of it this way, under the new rule, companies getting bailout is allowed to (and will) pay their execs 500K each:

(1.6 trillion/500K (per executive))/300M Americans x 100 = 1%

This means the gov can support the top 1% of Americans with $1.6 trillion of your $. You can say well the $ doesn't go to the execs it goes to a company. But the company pays the execs!

But if we have a company that is in bad shape & is looking for a new CEO, the best/brightest CEO is not going to work for a "bailout" company with a 500,000 cap on their income. the worst that will happen is a very short period of unrest (3 months tops) while the new executives are "vetted". after suitable replacements are found, which won't take long, and a recovery plan is set into motion, the markets will swing back up and stay up as long as the outlook is good.
