This city does not compare to Johannesburg CBD or some parts of Pretoria.

Clearly this was propaganda by some political party in opposition to the DA(Democratic Alliance).[most probably by the ANC]

If the rest of the country was governed with the same attitude that the Western Cape is, there would surely be less corruption, crime and a better governance of political and influential figures.
