@Xyrgra SSJ3 is only achieved if you are a full blooded sayajin. It takes trunks and goten were both half sayajin's fused (2 halves make a whole), which shows u why gohan can't do it. It takes a serious toll on the physical body as goku demonstrated, which is why Vegeta wasn't able to do it as well as firstly, didnt go through the intensive training goku endured, and secondly, didn't have a spiritual body like goku. Which we all know he achieved it while he was dead.

vegito could have defeated buu straight away, but nessesity dictated that he use that vegeta in him and toy around. its not like vegeta was against cell where he just toyed just for the hell of it. thats why vegito was like that. i dont think one peronality dominates the fusion honestly. its both of them equally. but the situation dictates how they handle it. gogeta had two time limits; a fusion one and plot one. plus there was no need to keep janemba around, unlike buu.
