well said... and the reason behind the difference is ust exactly that... gaming industry tries to fit music to the games... the sole guy working on it however tries to make music that isn't totally out of place, can be listened to outside of the game, and probably enjoys himself. and that makes the difference...

It's by a group called MAIKAZE or 舞風　and it is in their album 東方華想神月 released at Comiket 72 in one of their touhou (東方） arrange albums; remixes of tunes originally from the game series by ZUN.

The group also did a doujin anime called 夢想夏郷 A Summer Day's Dream. You could check that out too if you want.
