It's part of his role. Chuck Bass is American so Ed Westwick has to mold an American accent over his original one which is British. This is why some times he sounds weird when he says his lines. Imagine trying to speak in a different accent while focusing on acting too. It's difficult.

He doesn't really sound weird, some people pronounce stuff in weird ways. Chuck sounds like a pretty normal American to me, especially someone with such a privileged lifestyle. He was raised very upper class so he's going to have a very proper way of speaking, and he's going to enunciate and all that.
