Not really... it's just a matter of filing the paperwork in advance. Though, Chicago's a bit of a nightmare when it comes to permits... they've recently tried something where not only club owners have to have insurance and event permits, but the promoters must as well. The cost of a promoter permit's about 10 times what the average promoter brings in at night.
Apparently, the Enturbulated group already has July's permit. We should be good.
Wow, if wearing masks is illegal in Chicago, Halloween must be the best day for arresting juvenile terrorists. That's bullshit, wearing a mask is not an act of terrorism.
"It shall be unlawful for any person with the city to appear in public in any mask,...this section shall not apply to persons attending or taking part in carnivals, mask balls, public shows, entertainments, or celebrations in the city...nor to any person holding a written permit issued by the mayor"
So yes, you can, but you need to get a permit for your protest ahead of time. There is a very real consequence to flashmobbing.
I didn't think flashmobbing usually involved masks. But that's insane! Illinois gets pretty damn cold in the winter, are ski masks illegal if you wear them out to de-ice your car in December too, then?
That's a grey area. Balaclavas aren't technically masks, so if you aren't doing anything suspicious, you should be okay. I will have to check with my neighbor who's a state trooper on that one, though. Good question.
IANAL (just a gun nut who's read the Chicago Municipal Code front to back), but the language of chapter 8-4 of the CMC is pretty clear. Google 8-4-170, 8-4-010(c), and 8-4-010(j) of the municipal code for starters.
It's pretty easy to get arrested during a peaceful protest if you fall out of line here.
Actually, all the cops other than this woman were cool. I talked to a group of police on my way to the protest, and they were ok with my scarf. One even made a Tom Cruise joke about my glasses.
