There's a scene later in the series where they do a similar thing with Will when he's first hired. It's called speaking truth to power. Can't remember if there are any other examples from the show, but I feel like there are.
Nah, Bartlet likes people who will stand up to him if they disagree, that's why he throws out tests like the Mountaineer thing (and the English lit thing, of course).
@toddjh I think they need to point out where he's wrong because then they're doing their job right and he's going out there with the correct information. He can't do his job or feel his daughter's safe if he's got a bunch of yes men....wish my government did the same thing :(
