@noobzezima take off all skills and pick runner 2 then select your other skills to combo with it, use the maxium lvl of that skill to gain a new lvl for that skill, each has its own requirements and the way to do it is do what the skill enhances to increase the skills lvl, if you cant pick 2 then you proberly havent got it or you are still in a game lol

When A Skill (lets Say CQC ) Reaches lvl 3 Or Mastery Dose it Take Up 4 slot's Or Just One Of The 4?

@kottonkarnival It all depends on the skill, CQC Mastered(Level 3) takes 3 slots while things like Scanner Sixth Sense aand Trickster take only 1 slot when mastered. Check the word "Cost" to see how many slots the skill will take up

to get instructor first you need an instructor (go to a training game)

play in the game for 30 minutes, and ask him to graduate you and you get the skill

hmmm, first you have to get reward points, you get like 50-100 reward points everyday you login, or you can get reward points playing on an automatching game or going to survivor (that you need expansion pack) and the best way is on tournaments, i never participated of an tournament, but they give around 5.000 reward points every game you play.
