Lets compare a pelican to my chickens.

They get fed regularly and there's quite a few bugs for them to munch on around the area.

Oh hey, dead baby bird! Oh, the well fed chickens are now chasing each other trying to steal it and eat it themselves even though its bigger than their heads.

Pelicans eat LIVE FISH, some have even been trained (and have string tied around their neck so they don't swallow) to catch said fish as well, fish that struggle much more violently than a damn ratbird.

Your point stands. Like a gimped pogo stick. Chances are, the pigeons in the zoo were the only things that were unnatural. Their sedate lifestyle probably made them just as vulnerable to being eaten by pelicans as wild ducklings and small water birds.

Maybe you should argue that urban pigeons should not be allowed in zoos if you don't want them being eaten.

Yes eventually the pelican did swallow it, all in all it took him around 15 minutes. I don't have that on film, i do have a picture where the pigeon is in it's neck though.
