I think the threat from EMP is far greater than a single nuclear explosion on a city. 1 nuclear device could wipe out electronics all over europe. With electronics gone, there's no way of communicating to the public and all controls keeping our government stable will be gone. Bank accounts will disappear entirely. Europe descends into chaos all because of a single explosion 100 miles above earth. THAT is a far greater threat.

kelvindons hatch is the biggest open to the public, its huge it can fit around 500 people easily but of corse its no longer strong enough for modern nukes so they opend it as a museum, theres a "secret" bunker in hornchurch country park here are the co wards on google earth:
