@darkdragon225 are you using any engines in yours? If you are, thats part of your problem. Also, i don't think he's hovering in this vehicle per se, i think for the majority he's just flying close to the ground to make it look like the vehicle hovers on its own.

the first one doesnt have wheels....it floats using propelers it stays in air but putting armour on it to balence out the wieght so it wont float away. i know cause i made a halo ghost that does that :P

He Probably Made The Small Jet Engines On The Right Normal And He Set The Small Jet Engines On The Left Inverted (When Held R It'll Go Into Reverse) So He Just Presses R And L Back And Forth To Stay Hovering. Also The Propeller In The Middle Is Probably Set To Always Pull Up So He's Staying Afloat
