If they put the game on Steam, no one would be able to pirate it, and if the online codes were actually restricted to one person per code, people wouldn't pirate it as much. Who would play the game on PC? A lot of people. There are dozens of fans on their forums that keep asking them to release the game on PC, but Capcom doesn't answer, even though they said the PC version, similar to the arcade one, would be 99% complete if they ever released it.
