This isn't that bad. Leon was made for English, not Japanese. Think about it. Except for Luka, all the Japanese Vocaloids sound pretty silly singing in English. That's what happens when you make a program do something it wasn't designed to do.
Not to mention Leon was one of the very first Vocaloids. It's safe to assume that the technology wasn't yet perfected then. :3
Considering Leon's designed for English and that this was found at niconico, I'm suprised he even can sing this. Leon tend to sound weird when found from niconico (apparently they find it hard to make the sounds... and so do i, really).
Together with Lola, Leon was the second one released after MEIKO. Just think about it. It's not like the software was as well developed as Luka is.
I don't think you've heard Leon sing before; his voice is much deeper. In fact, there is a fanmade for this range who's character point is his terrible voice.

This is actually a whole lot better than I was expecting ono. It's not perfect, but hell, you can't really ask for much more out of his voicebank.
