Its not a downloadable skin, its already in the game you just need unlock an achievement to use that skin on either multiplayer or singleplayer.

Rachet is a beast if you know how to use him right. His MG is the best mg in the game and stickys aren't bad either plus that combat heal makes him hard to take down.
